TI clarifies GCB results for Bangladesh
Dhaka, 14 July 2013: Berlin-based Transparency International Secretariat on 13 July (Saturday) issued the following statement after some Bangladeshi media reported that the GCB data for Bangladesh was inconsistent with data on TI website:
Transparency International launched the Global Corruption Barometer, the largest-ever global survey on people’s experience and views on corruption in 107 countries, including Bangladesh. While the global launch was undertaken by the TI Secretariat in Berlin, Germany, National Chapters, including TI Bangladesh, launched the survey results in their own country.
The survey shows that corruption is a serious problem around the world, and Bangladesh is no exception.
Our survey asked respondents to rank levels of corruption in 12 institutions from on a scale from 1 to 5, where 1 means ‘not at all corrupt’ and 5 means ‘extremely corrupt’. Any category other than 1 must be understood to be corrupt in lesser or greater degree.
One way to interpret this data is to look at what percentage of respondents thought institutions were strongly affected by corruption by combining categories 4 and 5, as has been done by the TI Secretariat. Another way is to look at how many respondents regard the respective institution as “corrupt” by combining categories 2, 3, 4 and 5, as done by TI Bangladesh.
Both presentations of the responses are correct ways of presenting the survey data.

গ্লোবাল করাপশন ব্যারোমিটারে বাংলাদেশ সংক্রান্ত তথ্যের ব্যাপারে ট্রান্সপারেন্সি ইন্টারন্যাশনালের বিবৃতি
ঢাকা, ১৪ জুলাই ২০১৩: সম্প্রতি প্রকাশিত গ্লোবাল করাপশন ব্যারোমিটারে বাংলাদেশের প্রতিবেদনের তথ্যের সাথে টিআই ওয়েবসাইটের তথ্যের অসামঞ্জস্যতা রয়েছে মর্মে বাংলাদেশের গণমাধ্যমে বিভিন্ন সংবাদ প্রকাশিত হওয়ায় টিআই গতকাল (১৩ জুলাই ২০১৩) বার্লিন থেকে নিম্নোক্ত বিবৃতি প্রকাশ করেছে:
দুর্নীতির ব্যাপারে বাংলাদেশসহ ১০৭টি দেশের জনগণের অভিজ্ঞতা ও দৃষ্টিভঙ্গী ভিত্তিক এ যাবতকালের সর্ববৃহৎ জরিপ গ্লোবাল করাপশন ব্যারোমিটার গত ৯ জুলাই ২০১৩ তারিখ বিশ্বব্যাপী প্রকাশ করে ট্রান্সপারেন্সি ইন্টারন্যাশনাল (টিআই)। উক্ত প্রতিবেদনের বৈশ্বিক প্রকাশের দায়িত্ব ছিল জার্মানীর বার্লিনস্থ টিআই সচিবালয়ের। অন্যদিকে টিআই বাংলাদেশসহ জাতীয় চ্যাপ্টারসমূহ নিজ নিজ দেশে জরিপের ফল প্রকাশ করে।
জরিপের ফল থেকে পরিদৃষ্ট হয় যে দুর্নীতি বিশ্বজুড়ে একটি গুরুতর সমস্যা এবং বাংলাদেশও তার ব্যতিক্রম নয়। আমাদের জরিপে উত্তরদাতাদের ১২টি প্রতিষ্ঠানের দুর্নীতির মাত্রা নির্ণয়ে ১-৫ স্কেলে অবস্থান নির্দেশের অনুরোধ করা হয়েছিল। এখানে স্কেলের ১ অর্থ ‘মোটেই দুর্নীতিগ্রস্ত নয়’ এবং ৫ অর্থ ‘চরম দুর্নীতিগ্রস্ত’। অর্থাৎ ১ ছাড়া অন্য সকল স্কোর প্রাপ্ত প্রতিষ্ঠানকে স্বল্প বা উচ্চমাত্রায় দুর্নীতিগ্রস্ত বলে বুঝতে হবে।
জরিপে প্রাপ্ত এই উপাত্তকে ব্যাখ্যা করার একটি উপায় হল স্কোর ৪ ও ৫ এর যোগফলের মাধ্যমে উত্তরদাতাদের কত শতাংশ কোন প্রতিষ্ঠানকে প্রবলভাবে দুর্নীতিগ্রস্ত মনে করছেন, তা নিরূপন করা, যা টিআই তার উপস্থাপনায় করেছে। অন্যদিকে আরেকটি পদ্ধতি হচ্ছে সংশ্লিষ্ট প্রতিষ্ঠানকে কতটুকু দুর্নীতিগ্রস্ত বলে উত্তরদাতারা মনে করেন তা ২, ৩, ৪ এবং ৫ স্কোরকে যোগ করে নিরূপন করা, যা টিআই বাংলাদেশ করেছে।
জরিপের উপাত্তকে পরিবেশনের ক্ষেত্রে উভয় উপস্থাপনাই সঠিক বলে বিবেচিত।
