Dhaka, 23 September 2014: Transparency International Bangladesh (TIB) and Action Aid Bangladesh (AAB), today called upon the United Nations and relevant Member States to ensure transparency, accountability and integrity in climate finance governance at both national and international levels. They also called for creating ways for the effective public participation in implementation, monitoring and evaluation of climate change finance programmes and projects.
TIB and AAB expressed disappointment that the Annex 1 countries remained far from providing the committed level of ‘new’ and ‘additional’ funds to the affected countries including most vulnerable states like Bangladesh, and called upon them to disburse promised funds without delay.
At the same time, TIB and AAB also called upon the Government of Bangladesh to allocate necessary funds for the Bangladesh Climate Change Trust Fund (BCCTF) so that nationally initiated programmes to cope with climate change can continue with particular emphasis on the communities in the coastal regions worst affected by climate change.
The call was made today from a human chain organized by the youth groups of TIB and Action Aid at the TSC premises of University of Dhaka. The students of the different universities of Dhaka took part in the human chain which was addressed by the Pro Vice Chancellor Professor Dr Shahid Akhter Hossain and TIB Executive Director Dr Iftekharuzzaman. Dr Zaman said that effective participation of people, especially from climate change affected regions, must be ensured in project planning, fund allocation and project implementation. He also called upon the countries, donors and other stakeholders to work together and develop a fund depository and registry mechanism to facilitate tracking of fund disbursement and use. TIB supported Committee of Concerned Citizens (CCC) also organised human chains with similar demands at Khulna, Satkhira, Bagerhat, Barisal, Pirojpur , Patuakhali and Barguna.
Earlier on September 22, TIB submitted a letter of appeal to the United Nations with similar demands. It was handed over to UNDP’s Country Director Pauline Tamesis for transmission to the Secretary-General Mr Ban Ki-moon on the occasion of the UN Climate Summit held in New York on 23 September.
Along with the letter, a collection of nearly 5000 signatures in support of the call by young people from worst affected coastal regions of Bangladesh was also given to the UNDP Country Director. In their submission TIB pointed out that though developed countries agreed to provide ‘new’ and ‘additional’ public climate finance to climate affected LDCs including vulnerable states in a manner that by 2010 US$100 billion would be disbursed, however, as of July 2014, as low as 7.2% of commitments had been met. It underscored that effective participation of people, especially from climate change affected regions, must be ensured in project planning, fund allocation and project implementation. The anti-corruption watchdog agency also appealed to Member States to act on their commitments under the Rio Convention, Cancun Agreement and Rio+20 Agreement.
The statement urged upon governments and companies to ensure highest standards of transparency and integrity in reporting greenhouse gas emissions particularly when such reporting results in revenues, for example, through carbon market credits.
It may be mentioned here that along with Action Aid Bangladesh TIB also placed similar calls upon the Ministry of Foreign Affairs for consideration of the Bangladesh Prime Minister Sheikh Hasina who is attending this global summit.

জলবায়ু তহবিল ব্যবহারে সততা, স্বচ্ছতা ও জবাবদিহিতা নিশ্চিতকরণে টিআইবি ও একশনএইড এর আহ্বান
ঢাকা ২৩ সেপ্টেম্বর ২০১৪: একশনএইড বাংলাদেশ ও ট্রান্সপারেন্সি ইন্টারন্যাশনাল বাংলাদেশ (টিআইবি) এনেক্স-১ ভুক্ত দেশসমূহ কর্তৃক প্রতিশ্রুত অর্থ অগ্রাধিকারের ভিত্তিতে ‘নতুন’ ও ‘অতিরিক্ত’ তহবিল হিসেবে প্রদান, জলবায়ু তহবিল ব্যবহারে সততা, স্বচ্ছতা ও জবাবদিহিতা নিশ্চিতকরণ ও জলবায়ু পরিবর্তনজনিত প্রকল্প বাস্তবায়ন, মূল্যায়ন ও পরিবীক্ষণে সুশীল সমাজসহ জনগণের অংশগ্রহণ বিশেষ করে ক্ষতিগ্রস্ত জনগোষ্ঠীর অংশগ্রহণ নিশ্চিত করার আহ্বান জানিয়েছে। জাতিসংঘ জলবায়ু সম্মেলনের প্রাক্কালে আজ যৌথভাবে আয়োজিত এক মানববন্ধন কর্মসূচিতে এই আহ্বান জানানো হয়।
ইতোপূর্বে গত ২২ সেপ্টেম্বর টিআইবি'র নির্বাহী পরিচালক ড ইফতেখারুজ্জামান এবং উপ-নির্বাহী পরিচালক অধ্যাপক ড সুমাইয়া খায়ের জাতিসংঘ মহাসচিব বান কি মুনের বরাবরে জলবায়ু অর্থায়নে সুশাসন নিশ্চিতে একই আহ্বান সম্বলিত একটি পত্র বাংলাদেশে জাতিসংঘ উন্নয়ন কর্মসূচি’র কান্ট্রি ডিরেক্টর পলিন টেমেসিসের সাথে সাক্ষাত করে হস্তান্তর করেন। এর সমর্থনে জলবায়ু পরিবর্তনে সবচেয়ে ক্ষতির শিকার উপকূলীয় অঞ্চলের জনসাধারণের পক্ষে প্রায় ৫ হাজার তরুণের স্বাক্ষর যুক্ত করা হয়। দেশের ৪৫টি অঞ্চলে বিদ্যমান সচেতন নাগরিক কমিটি (সনাক) এর মাধ্যমে ও ইয়ুথ এনগেজমেন্ট অ্যান্ড সাপোর্ট (ইয়েস) এর সহযোগিতায় এই স্বাক্ষর সংগ্রহ করা হয়। এছাড়া আজ নিউইয়র্কে অনুষ্ঠিত জাতিসংঘ জলবায়ু সম্মেলন ২০১৪ এর প্রেক্ষিতে কার্বন নিঃসরন হ্রাস সংক্রান্ত কিয়োটো প্লাস পরবর্তী চুক্তি, জলবায়ু পরিবর্তনজনিত অভিযোজনের জন্য উন্নত দেশসমূহ কর্তৃক প্রতিশ্রুত অর্থ ছাড় এবং জলবায়ু তাড়িত বাস্তুচ্যুতদের জন্য দ্রুত প্রয়োজনীয় উদ্যোগ গ্রহণ বিষয়ক দাবিসমূহ বাংলাদেশের অবস্থান নিরূপণে বিবেচনার জন্য মাননীয় প্রধানমন্ত্রী শেখ হাসিনার নিকট পররাষ্ট্র মন্ত্রণালয়ের মাধ্যমে উপস্থাপন করা হয়েছে।
টিআইবি’র অনুপ্রেরণায় গঠিত ইয়ুথ এনগেইজমেন্ট অ্যান্ড সাপোর্ট (ইয়েস) এবং একশনএইড এর অনুপ্রেরণায় গঠিত তরুণদের সংগঠন অ্যাক্টিভিস্তা এর আয়োজনে ঢাকা বিশ্ববিদ্যালয়ের টিএসসি’র সম্মুখে আজ সকাল ১১টায় আয়োজিত মানববন্ধনে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন ঢাকা বিশ্ববিদ্যালয়ের উপ-উপাচার্য (প্রশাসন) অধ্যাপক ড সহিদ আকতার হুসাইন। অন্যান্যের মধ্যে টিআইবি’র নির্বাহী পরিচালক ড ইফতেখারুজ্জামান এবং একশনএইড এর উপ-পরিচালক (প্রোগ্রাম পলিসি অ্যান্ড ক্যাম্পেইন) সাজিদ রায়হান উপস্থিত ছিলেন।
ড ইফতেখারুজ্জামান বলেন, “জলবায়ু পরিবর্তনের জন্য মূলত দায়ী এনেক্স-১ ভূক্ত দেশগুলো প্রদত্ত প্রতিশ্রুতি পালন করতে হবে। পাশাপাশি জলবায়ু তহবিলের বন্টন ও ব্যবহারে সততা, স্বচ্ছতা, জবাবদিহিতা ও কার্যকরিতা নিশ্চিত করার জন্য জলবায়ু তহবিল প্রদানকারী ও গ্রহণকারী উভয় পক্ষকে আর্থিক লেনদেনের প্রতিবেদন সেচ্ছায় প্রকাশ করা জরুরি। এ লক্ষ্যে সব দেশ, আন্তর্জাতিক অর্থ লগ্নিকারী সংস্থা এবং প্রতিষ্ঠান সমুহকে তহবিল সংগ্রহে এবং ছাড়ে সমন্বিতভাবে কাজ করতে হবে এবং এক্ষেত্রে বাংলাদেশসহ জলবায়ু পরিবর্তনের কারণে ক্ষতিগ্রস্ত দেশের স্বার্থকে সর্বোচ্চ প্রাধান্য দিতে হবে।”
তিনি আরো বলেন, “সরকারের বিসিসিটিএফ গঠন জলবায়ু পরিবর্তনের চ্যালেঞ্জ মোকাবেলায় বাংলাদেশের সদিচ্ছার দৃষ্টান্ত। এর ফলে আন্তর্জাতিক সূত্র থেকে প্রাপ্য তহবিল সংগ্রহের পথ সুগম হবে। অন্যদিকে পরপর চার বছর এ তহবিলে উল্লেখযোগ্য হাবে অর্থ বরাদ্দের পর ২০১৪-১৫ বাজেটে বরাদ্দকৃত মাত্র ২০০ কোটি টাকা এ খাতের চ্যালেঞ্জ মোকাবেলায় যথেষ্ট নয় বিধায় সরকারের নিকট বিষয়টি পুনর্বিবেচনার আহ্বান জানাচ্ছি। একইসাথে বিসিসিটিএফ ও বিসিসিআরএফ উভয় তহবিলের আওতায় প্রকল্প প্রণয়ন থেকে বাস্তবায়ন পর্যন্ত সকল পর্যায়ে স্বচ্ছতা ও জবাবদিহিতা নিশ্চিতকরণে যথাযথ পদক্ষেপ গ্রহণ করতে হবে।”
উল্লেখ্য, দেশের উপকূলীয় অঞ্চলের ৭টি জেলা যথাক্রমে খুলনা, সাতক্ষীরা, বাগেরহাট, পিরোজপুর, বরিশাল, পটুয়াখালী এবং বরগুনা তে টিআইবি’র অনুপ্রেরণায় গঠিত সচেতন নাগরিক কমিটি (সনাক) এর আয়োজনে একই দাবিতে মানববন্ধনের আয়োজন করা হয়।
