TIB concerned over trend of "State Capture" by corruption
Dhaka, April 13, 2012. Transparency International Bangladesh (TIB) has expressed grave concern, anguish and disappointment over the naked exposition of corrupt transactions involving the Ministry of Raliways, and demanded absolutely independent and neutral investigation followed by strongest possible exemplary punishment of those who are guilty.
The event is an ominous indicator of impending capture of the state by corruptuion, and comes as a challenge for the Government to demonstrate that it has the capacity to prevent such capture.
“The midnight episode that involved sharing of tens of lakhs of taka collected through illegal transactions including extortion for appointment in public offices under the ministry clearly indicates patronage of corruption by high political and public office”, said Dr Iftekharuzzaman, Executive Director of TIB.
“More disurbing is the sheer lack of approriate action amounting to connivance – whether under influence or not - by the Border Guard Bangladesh, as well as inaction of the Police authority” he said.
“We are also disturbed by the lack of information of wherabouts of the driver of the vehicle, the key witness in the event, and demand that the Government and its relevant agencies take all possible measures immediately to find the witness and ensure his security”, the statement said.
Describing the event as a tip of the iceberg, the Executive Director of TIB said that the Government that came to power with a strong pledge to control corruption including specific commitment against unearned income, extortion and bribery has a chellenge now to demonstrate that it has the political will and capcity to restore the trust of the people by preventing capture of the state by the ominously powerful corrupt elements within the institutions of politics, administration and law enforcement.
We call upon the Railways Minster to resign immediately by taking the responsibility at least on moral ground and create the space for independent investigation free from any influence, so that punitive measure can be taken without fear or favour to anyone, said the statement.
With less than two years before the next national election, we also urge upon the Prime Minsiter to take a hard look at the Government’s delivery against their electoral peldges to fight corruption and demonstrate that the Government is sensitive to the expectations of the people who voted them to power, Dr Zaman said.

ঢাকা, এপ্রিল ১৩, ২০১২: ট্রান্সপারেন্সি ইন্টারন্যাশনাল বাংলাদেশ (টিআইবি) রেল মন্ত্রণালয়কে ঘিরে আবর্তিত অস্বচ্ছ লেনদেন এবং দুর্নীতির ঘটনায় গভীর অসন্তোষ ও উদ্বেগ প্রকাশ করে একটি সম্পূর্ণ স্বাধীন ও নিরপেক্ষ তদন্তের মাধ্যমে ঘটনার সাথে সংশ্লিষ্টদের দৃষ্টান্তমূলক শাস্তির ব্যবস্থা নিশ্চিত করার দাবি জানিয়েছে।
এই ঘটনা দুর্নীতির ব্যাপক বিস্তার ঘটিয়ে দুর্নীতিবাজ কর্তৃক রাষ্ট্র্র ক্ষমতা দখলের একটি অশুভ লক্ষণ। এবং কার্যকর পদক্ষেপ গ্রহণের মাধ্যমে দেশের দুর্নীতির বিস্তার রোধে সরকারের জন্য একটি বড় ধরণের চ্যালেঞ্জ হিসেবে দাঁড়িয়েছে।
টিআইবি’র নির্বাহী পরিচালক ড. ইফতেখারুজ্জামান বলেন,“মধ্যরাতে টাকা ভাগাভাগির এই ঘটনায় ক্ষমতার অপব্যবহার করে সরকারি দপ্তরে জনবল নিয়োগের অবৈধ লেনদেন এর মাধ্যমে লক্ষ লক্ষ টাকা সংগৃহীত হয়েছে যার মাধ্যমে সরকারি দপ্তর ও উচ্চ রাজনৈতিক মহলে দুর্নীতিকে প্রশ্রয় দেওয়ার চিত্র সুস্পষ্টভাবে ফুটে ওঠে।”
তিনি বলেন, ‘‘আরো উদ্বেগের বিষয় হল, বিজিবি ও পুলিশ কর্তৃক কোন প্রকার কার্যকর ব্যবস্থা গ্রহণ না করে প্রভাবান্বিত হয়ে নীরবতা পালন করা, যা এই অপরাধকে প্রশ্রয় দেওয়ারই শামিল।’’
বিবৃতিতে আরো বলা হয় , “আমরা আরো উদ্বিগ্ন যে, এই ঘটনার প্রধান সাক্ষী গাড়ীচালকের বর্তমান অবস্থানের কোন তথ্য কেউ দিতে পারছে না, তাই সরকারসহ সংশ্লিষ্ট সংস্থাসমূহের কাছে আমাদের দাবি গাড়ি চালককে অতি দ্রুত খুঁজে বের করতে এবং তার নিরাপত্তা নিশ্চিত করতে সম্ভাব্য সকল ধরনের কার্যকর পদক্ষেপ গ্রহণ করতে’’।
এ দুর্নীতির ঘটনাটিকে অথৈ সমুদ্রের জলকণাসম উল্লেখ করে টিআইবি’র নির্বাহী পরিচালক বলেন, যে সরকার দুর্নীতি‘র বিরুদ্ধে একটি সুনির্দিষ্ট প্রতিশ্রুতি দিয়ে ক্ষমতায় এসেছে, যার মধ্যে উল্লেখযোগ্য ছিল অবৈধ উপায়ে অর্জিত আয়ের বিরুদ্ধে অবস্থান গ্রহণ, চাঁদাবাজি এবং ঘুষ আদান-প্রদান বন্ধ করা, তার জন্য এটি এক বিরাট চ্যালেঞ্জ হিসেবে দাঁড়িয়েছে। এখন সরকারকে বিশেষ করে রাজনৈতিক দল, প্রশাসন ও আইন প্রয়োগকারী সংস্থাসমূহের মধ্যে সক্রিয় দুর্নীতিগ্রস্ত ও ক্ষমতাবান কর্তৃক দুর্নীতির মাধ্যমে রাষ্ট্র ক্ষমতা দখলের অশুভ সম্ভাবনাকে প্রতিহত করে জনগণের আস্থাকে ফিরিয়ে আনতে হবে।
“আমরা রেল মন্ত্রীকে সকল দায়দায়িত্ব গ্রহণ করে নৈতিক অবস্থান থেকে পদত্যাগ করতে বলছি এবং যে কোন ধরনের প্রভাব থেকে মুক্ত হয়ে সুষ্ঠু তদন্তের স্বার্থে একটি স্বাধীন ক্ষেত্র তৈরির আহবান জানাচ্ছি, যাতে করে সকল প্রকার ভয়-ভীতির ঊর্ধ্বে থেকে কারো প্রতি ভয় বা করুণা না করে শাস্তিমূলক ব্যবস্থা গ্রহণ করা যায়”।
ড. ইফতেখারুজ্জামান আরো বলেন, “পরবর্তী জাতীয় নির্বাচনের দুইবছরেরও কম সময়ে উপনীত হয়ে গত নির্বাচনের পুর্বে জনগণের কাছে দেয়া প্রতিশ্রুতির আলোকে দুর্নীতির বিরুদ্ধে কঠোর অবস্থান গ্রহণ এবং জনগণের প্রত্যাশা অনুযায়ী কতটুকু কাজ সম্পন্ন হয়েছে সে বিষয়টি মূল্যায়ন করে তার প্রেক্ষিতে কার্যকর পদক্ষেপ গ্রহণের জন্য মাননীয় প্রধানমন্ত্রীর কাছেও দাবি জানাচ্ছি।”
